Well,  here it is: bluewheat.zip (version 1.1)

You can download it to your desktop and then upload it into your wordpress dashboard.

The menu just below the header can be set up in the Menu part of wordpress, the other links and so on are set up in the widgets section.

You might need to make some changes.
